Job Title: Business Systems Analyst

Summary:

The Business Systems Analyst (BSA) will provide comprehensive project technical and functional management support for large-scale IT initiatives aligned with Healthcare Insurance Programs. The ideal candidate will have a proven track record of delivering high-quality business and technical analysis in complex enterprise environments leveraging SDLC and Agile methodologies to guide system design development and implementation.

Responsibilities:

• Analyze document and translate business requirements into technical specifications to support system design and development.
• Collaborate with cross-functional teams including developers architects testers and business stakeholders to ensure requirements alignment and solution integrity.
• Facilitate and participate in Joint Application Design (JAD) sessions to identify system gaps define new requirements and support change control processes.
• Conduct business process mapping gap analysis and cost-benefit assessments to recommend effective solutions.
• Participate in and support User Acceptance Testing (UAT) and System Testing activities ensuring traceability of requirements through HP ALM Jira or equivalent tools.
• Support change management efforts by developing and executing communication training and implementation plans for organizational or technical changes.
• Analyze data and generate reports to support business decisions and monitor system performance.
• Apply knowledge of State Welfare Medi-Cal projects SAWS or comparable eligibility and health insurance systems to ensure compliance with applicable policies and procedures.
• Collaborate in Agile project ceremonies including sprint planning backlog grooming and retrospectives ensuring continuous delivery and improvement.
• Prepare detailed documentation including Business Requirement Documents (BRDs) Functional Requirement Documents (FRDs) and System Design Specifications.

Required Skills:

• Bachelors degree in Computer Science Information Systems Business Administration or a related field.
• Strong analytical and problem-solving abilities with attention to detail.
• Excellent communication and facilitation skills for engaging diverse stakeholder groups.
• Demonstrated ability to manage competing priorities and meet project deadlines.
• Proficiency in requirements management and documentation tools.
• Understanding of healthcare and eligibility business processes and data integration principles.

Work Site: Sacramento CA / Hybrid

Duration: 12 months

Expected Start Date: Immediate
