Treasury and Investment has an opening for Treasury Analyst classification in Pleasanton.
Under the general guidance of the Treasury Manager in Treasury & Investments, the incumbent will:
• Participate in the development of the implementation plan for the Treasury Management System Project
• Implement the Treasury Management System
• Support all project initiatives impacting the Treasury Operations
• Prepare, analyze and maintain the Annual Corporate Cash Flow Baseline
• Provide comprehensive monthly Cash Flow analysis in an accurate and timely manner
• Prepare cost-effective analyses regarding banking services and Cash Projection analysis to determine funding for long-term investment
• Assess the daily and weekly strategic cash liquidity analysis for funding decisions and analyze liquidity risk
• Provide Treasury and ad-hoc reports associated with cash flow, interest income, and yields for senior management and the Treasury & Investment Committee
• Handle the Cash Position assignment
• Administer documentation associated with authorities for signing and banking services
• Design and maintain a database to track all authorizations; reconcile all cash activities against the General Ledger reports
• Assist in evaluating Treasury-related products and services. Assist with both internal and external audits
• Be able to make sound decisions and make recommendations regarding issues and problems arising within the assigned areas of responsibility.
The Treasury Analyst must have the ability to apply accounting principles and procedures, with a strong knowledge of Uniform Accounting System & Financial Organization and procedures of the State of California.
The Treasury Analyst must have excellent Microsoft Office skills, including strong knowledge of Excel, Word, Teams and SharePoint.
The Treasury Analyst should have experience in some of the following areas:
Participation as a subject matter expert on a project, project development / implementation, a Treasury Management System (GTreasury preferred), Treasury Department, Trade Settlement, Short Term Investment, and Back Office Function for Treasury Investment.Note that this Classification has an Educational Requirment that must be met.
Education: Either1. Equivalent to graduation from college, with specialization in accounting. or
2. Completion of either:
a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, and cost accounting; and business law. or
b. The equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law. Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.
